India, Pakistan Exchange Prisoner Lists

India and Pakistan conducted their semi-annual exchange of lists of civilian prisoners and fishermen held in each other's custody on July 1, 2025, as per the 2008 Agreement on Consular Access. India provided a list of 382 civilian prisoners and 81 fishermen believed to be Pakistani nationals, while Pakistan shared a list of 53 civilian prisoners and 193 fishermen believed to be Indian nationals. Both India and Pakistan reiterated their commitment to humanitarian issues. India requested Pakistan to expedite the release and repatriation of 159 Indian nationals who have completed their sentences and sought consular access for 26 other individuals. India also urged Pakistan to ensure the safety and well-being of all Indian detainees. Similarly, Pakistan called for the immediate release and repatriation of its nationals from India and requested special consular access for believed-to-be-Pakistani prisoners. This exchange is one of the few bilateral mechanisms that remain operational between the two nations despite ongoing tensions.
