The India — Karnataka government, led by Home Minister G. Parameshwara, introduced the India — Karnataka Hate Speech and Hate Crime (Prevention) Bill, 2025, in the State Assembly on December 10, 2025. The bill, which was cleared by the State cabinet on December 4, aims to curb and prevent the dissemination, publication, or promotion of hate speech and crimes that cause disharmony and hatred in society. It defines hate speech broadly to include expressions intended to cause injury, disharmony, or ill-will based on religion, race, caste, gender, sexual orientation, language, or disability. Hate crimes are defined as acts of communicating, promoting, or inciting such speech. Penalties for first-time offenders include imprisonment from one to seven years and a fine of ₹50,000, while repeat offenders face two to ten years in jail and fines up to ₹1 lakh. The bill also empowers a designated state officer to block or remove hate crime materials from various media platforms and includes provisions for victim compensation. The India — Bharatiya Janata Party expressed stiff opposition to the bill.
