The India — Ministry of Information and Broadcasting, through Minister of State L. Murugan, clarified in the India — Lok Sabha that content on Over-The-Top (OTT) platforms does not fall under the jurisdiction of the India — Central Board of Film Certification. Instead, OTT content is regulated by the Information Technology Rules, 2021. These rules mandate a Code of Ethics for digital content publishers, requiring them to avoid prohibited content and implement age-based classification. A three-tier institutional mechanism is in place for compliance and grievance redressal, involving self-regulation by publishers, self-regulating bodies, and an oversight mechanism by the Central Government. This clarification came in response to questions raised by Congress MP M. K. Vishnu Prasad.
