The Nigeria, in partnership with the World Bank Group, has commenced the implementation of the $500 million Human Capital Opportunities for Prosperity and Equity–Governance (HOPE-GOV) Program. This credit facility, domiciled in the Nigeria — Federal Ministry of Budget and Economic Planning (Nigeria), aims to strengthen financial and human resource management in basic education and primary healthcare across the country. The program is structured into two components: a $480 million Program-for-Results to incentivize states for achieving specific Disbursement Linked Results, and a $20 million Investment Project Financing component for coordination, verification, monitoring, evaluation, and technical assistance. Key focus areas include increasing financing for both sectors, enhancing transparency and accountability in budgeting and audits, and supporting the recruitment and retention of teachers and primary healthcare workers. The World Bank Group approved the program on September 26, 2024, with the Nigeria countersigning the financing agreement in April 2025, and the program becoming effective in September 2025. All 36 states and the Federal Capital Territory have expressed interest in participating.
