India's aviation regulator, the India — Directorate General of Civil Aviation (India) (DGCA), has imposed a penalty of Rs 22.20 crore on IndiGo for widespread flight disruptions in December 2025. Over 3,000 flights were cancelled or delayed, stranding more than three lakh passengers. An inquiry committee, constituted by the India — Directorate General of Civil Aviation (India) (DGCA) under the direction of the India — Ministry of Education (India), found that the crisis was caused by over-optimisation of operations, inadequate regulatory preparedness, weaknesses in planning software, and gaps in management structure and operational control at IndiGo. The penalty includes a one-time fine of Rs 1.80 crore and a daily penalty of Rs 30 lakh for 68 days of non-compliance with Flight Duty Time Limitation (FDTL) norms. The India — Directorate General of Civil Aviation (India) (DGCA) also issued warnings to IndiGo's CEO, Accountable Manager, and Chief Operating Officer, and directed the removal of the senior vice president of the Operations Control Centre. Additionally, IndiGo has been asked to pledge a bank guarantee of Rs 50 crore. IndiGo has stated its commitment to taking full cognizance of the orders and implementing appropriate measures.
