The extension of the water bill waiver scheme by India — Delhi is expected to increase revenue collection for the India — Delhi Jal Board, potentially improving its financial health. This move also aims to address long-standing billing issues, fostering greater trust and cooperation from consumers.

Utilities Government

The India — Delhi government has extended its Late Payment Surcharge (LPSC) waiver scheme on water bills from January 31 to August 15. Water Minister Parvesh Verma announced the extension, citing strong public response and issues within the India — Delhi Jal Board's billing system. The scheme, launched in October 2025, allows domestic consumers to pay only the principal amount of their water bills, with a 100% waiver on LPSC. So far, over 330,000 consumers have benefited, leading to the waiver of approximately 1,493 crore rupees in penal interest and the collection of 430 crore rupees in principal dues by the India — Delhi Jal Board. The government aims to recover 5,570 crore rupees of the total 11,000 crore rupees in pending water bills from over 16 lakh domestic customers. The extension was prompted by requests from MLAs, public representatives, and Residents' Welfare Associations, as well as legacy billing errors and delays from the reorganization of zonal revenue offices. Parvesh Verma also mentioned plans to address pending dues from non-domestic consumers, including government offices and private establishments, which amount to over 2,068 crore rupees. The government is working to fix software glitches, set up water Lok Adalats, and install cash-counting machines to streamline payments and resolve billing-related issues.
