The India — Election Commission of India (ECI) has introduced a QR code-based Photo Identity Card module on its ECINET platform to enhance security and prevent unauthorized entry into vote counting centers. This system will be implemented starting May 4, 2026, for the Legislative Assembly elections in India — Assam, India — Kerala, India — Tamil Nadu, India — West Bengal, and India — Puducherry, as well as bye-elections in seven constituencies. The ECI plans to extend this system to all future General Elections and Bye-elections to the India — Lok Sabha and State Legislative Assemblies. A three-tier security mechanism will be in place, with QR code scanning required at the innermost security cordon. The new ID cards will be mandatory for all authorized personnel, including Returning Officers, counting staff, candidates, and agents. Media centers will also be set up, with journalists' entry based on existing authority letters. District Election Officers and Returning Officers have been instructed to ensure strict compliance and deploy trained personnel for seamless access control, aiming to uphold transparency, security, and efficiency in the counting process.
