The World Health Organization (WHO) is holding its annual assembly in Geneva amidst significant challenges. These include ongoing deadly hantavirus and Ebola outbreaks, particularly in the Democratic Republic of the Congo and Uganda, and the announced withdrawals of the United States and Argentina. The WHO has faced substantial funding cuts, with its budget reduced by approximately 21 percent, or nearly one billion dollars, leading to job eliminations and program reductions. The United States, under President Donald Trump, initiated its withdrawal in January 2025 and still owes around $260 million in dues for 2024 and 2025. Argentina followed suit, and Israel submitted a resolution to approve Argentina's withdrawal. Despite these difficulties, WHO Director-General Tedros Adhanom Ghebreyesus insists the organization is stable and moving forward, having completed a restructuring process and adopted a Pandemic Agreement. Discussions at the assembly also include reforming the 'global health architecture' and addressing sensitive resolutions on Ukraine, the Palestinian territories, and Iran.
