This selection initiates exclusive negotiations to finalize a predevelopment agreement (PDA), which will cover contract negotiations, preconstruction services, permitting, and design through 2027. The PDA is expected to lead to a public-private partnership project agreement for the design, build, finance, operate, and maintain delivery of the project. The Penn Station Transformation Project, supported by the United States — Federal Aviation Administration>>>, aims to modernize and enhance United States — New York Penn Station>>>, the busiest transportation facility in the Western Hemisphere, to improve safety, operational efficiency, and accommodate increased capacity.
