India Urges UNSC Permanent Expansion

India, through its Permanent Representative to the UN Parvathaneni Harish, has strongly advocated for comprehensive reform of the International — United Nations Security Council, emphasizing that expanding only the non-permanent membership would be a 'failure'. India argues that such a limited reform would not alter the decision-making power structure of the five permanent members: China, France, Russia, United Kingdom, and United States. India seeks expansion in both permanent and non-permanent categories to bring greater balance and equity, asserting its own deservingness for a permanent seat. India also criticized the 'Elements Paper' for inaccurately representing the widespread support for permanent expansion and for proposing a 'Fixed Regional Seats' model that it believes does not genuinely expand the permanent category or serve regional representation. India has called for text-based negotiations with clear milestones to accelerate the reform process.
