The expansion consolidates economic power under the presidency, potentially reducing transparency and deterring foreign investment. However, it may streamline state asset management and support food security, with mixed signals for market confidence.
Egyptian lawmakers are reviewing a draft law that would dramatically expand the powers of the Egypt — Future of Egypt Authority, placing it under presidential oversight. The authority, originally a land reclamation project, would gain control over state land, companies, and tax-exempt sustainable development zones. It would also create two new funds: the Nile Pyramids sovereign wealth fund and the Daem social spending fund. The draft law, pushed partly due to IMF pressure, exempts the authority from civil service, procurement, and public company laws, and restricts legal challenges to its contracts. The bill requires parliamentary approval.
