The license strengthens Deutsche Bank's position in the Middle East, potentially increasing its revenue from government and state-linked contracts. It also signals continued foreign investment in Saudi Arabia's financial sector, supporting Vision 2030 goals.
Deutsche Bank has been granted a Regional Headquarters (RHQ) license by the Saudi Arabia — Ministry of Investment of Saudi Arabia (MISA) to establish its regional headquarters in Riyadh Air. This license allows the German bank to access major government and state-linked contracts as part of Saudi Arabia's Vision 2030 plan to diversify the economy and position Riyadh Air as a leading financial hub. The RHQ will oversee regional management, strategic decision-making, and corporate functions across the Middle East. Deutsche Bank already has a Riyadh Air branch (since 2006) and Deutsche Securities Saudi Arabia (since 2007). The bank joins other financial institutions like JPMorgan, Goldman Sachs, and Morgan Stanley that have secured similar licenses. Jamal Al Kishi, CEO for Middle East and Africa, stated the license supports expansion targets and helps connect clients to global opportunities.
