President William Ruto directed the Kenya — Intergovernmental Budget and Economic Council (IBEC) and county governments to implement a two-year business permit waiver for beneficiaries of the National Youth Opportunities Towards Advancement (NYOTA) programme. The directive was announced during the NYOTA Tranche II event at Ulinzi Sports Complex on July 10, 2026, where over 122,000 young entrepreneurs received KSh3 billion in business support. Ruto also instructed the India — Ministry of Skill Development and Entrepreneurship to establish a national NYOTA identification mechanism, and directed government financing institutions including the Kenya — Youth Enterprise Development Fund, Kenya — Uwezo Fund, Kenya — Women Enterprise Fund, and Kenya — Kenya Industrial Estates to create dedicated growth-financing products for NYOTA beneficiaries. The programme aims to reduce bureaucratic barriers and support youth-led enterprises.
