The European Union and the United Kingdom imposed coordinated sanctions on Russian military intelligence officers, hackers, and private companies over a yearslong cyberespionage campaign targeting European governments and critical infrastructure. The EU sanctioned nine individuals and four entities, focusing on the FSB's 16th Center and GRU Unit 29155, including Yevgeny Bashev and his company Impuls. The UK sanctioned 24 individuals and entities, including senior GRU officials Vyacheslav Stafeyev, Ivan Senin, and Ivan Kasyanenko, as well as the disinformation network Rybar LLC and operators of Lumma Stealer malware. France and Germany summoned Russian ambassadors. The sanctions target cyber attacks that have affected at least nine EU member states, including a failed attack on Poland's power grid that could have left 500,000 citizens without electricity. The UK also sanctioned entities involved in Russian information warfare, such as the Doppelganger (disinformation campaign), KCSA Strategic Communications, ANO Dialog, and the Expert Institute for Social Research.
