Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, approved a special resolution introducing the National Framework for Licensing Higher Education Institutions. The framework establishes a unified national reference for licensing higher education institutions across the UAE, including those in free zones, under the Federal Decree-Law on Higher Education and Scientific Research. It aims to enhance governance, streamline regulatory procedures, improve student experience, strengthen university-industry partnerships, and boost educational quality. The framework introduces data-driven oversight, financial sustainability requirements, and student protection measures. Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research, stated that the framework provides greater clarity and consistency in licensing and oversight, reduces duplication, and facilitates access to services.
