The Odisha — Odisha Legislative Assembly passed the India — Chhattisgarh Ease of Doing Business Bill, 2026, on July 16, 2026, making the state the first in India to implement a risk-based and trust-based business permission system. The bill, introduced by Commerce and Industry Minister Lakhan Lal Dewangan, classifies industries by size and risk profile, allowing low-risk businesses (especially MSMEs) to benefit from self-certification, deemed approvals, and reduced inspections. High-risk projects retain technical scrutiny. The bill covers 43 services across eight departments and establishes a three-tier monitoring mechanism involving the Chief Secretary, District Collectors, and a council chaired by Chief Minister Vishnu Deo Sai. The government expects the reform to benefit over 15 lakh MSMEs by reducing compliance costs and time. The bill was supported by BJP MLA Ajay Chandrakar and opposed by Congress MLA Daleshwar Sahu, who called for more deliberation.
