The sanctions target financiers, procurement networks, and state-owned mining companies operating in United Arab Emirates — Dubai, China — Hong Kong, and the UAE. The UK also warned that the city of Sudan — El-Obeid is at risk of mass atrocities and called for extending the UN arms embargo. The European Union similarly boosted sanctions on Sudan's gold trade.
