China releases AI ethics action plan

At the 2026 World Artificial Intelligence Conference in China — Shanghai, China released an international action plan on AI ethics governance, jointly guided by the China — Ministry of Industry and Information Technology and other authorities. The plan, framed within the United Nations Pact for the Future and Global Digital Compact, focuses on ethical governance throughout the AI lifecycle, risk classification, agile governance, collaborative ecosystems, and social inclusion. It calls for international cooperation, capacity-building for developing countries, and integration of ethics education into national curricula. Additionally, the China — National Development and Reform Commission released a plan to foster open AI development, and the China — Cyberspace Administration of China released an initiative on AI agent trust and interoperability.
