The International — United Nations Security Council imposed sanctions on leaders of armed groups operating in eastern Democratic Republic of the Congo, including Rwandan-backed AFC/M23 rebels and the Democratic Forces for the Liberation of Rwanda (FDLR). The sanctions include an arms embargo, travel ban, and assets freeze. Among those sanctioned were Corneille Nangaa, leader of the AFC rebel alliance; John Imani Nzenze, M23 chief of intelligence; and Gustave Kubwayo, an FDLR commander. The United States had previously sanctioned Nzenze and Kubwayo. Rwanda denies backing the M23 rebels. The conflict in eastern Congo is rooted in the aftermath of Rwanda's 1994 genocide.
