The proposed data management strategy is expected to improve efficiency in public service delivery and reduce duplication, potentially lowering administrative costs. Integration with Jammu & Kashmir Bank for automatic insurance claims may streamline claim processing, benefiting the bank's operational efficiency.

Jammu and Kashmir Chief Secretary Atal Dulloo chaired a high-level meeting to review the proposed 'Data Management Strategy and Action Plan' aimed at creating a secure, interoperable and citizen-centric data ecosystem across government departments. The initiative seeks to establish an integrated framework for secure sharing and harmonization of government data, enabling departments to access authenticated information through authorized digital platforms instead of repeatedly seeking the same documents from citizens. The strategy is built around five pillars: Data Governance and Standards, Base Registries and Unique Identifiers, Interoperability and Harmonisation, Data Security and Privacy, and Institutional Capacity and Coordination. Dulloo directed all administrative departments to standardize datasets and adopt uniform metadata standards. The meeting also reviewed proposals to integrate the Civil Registration System with Jammu & Kashmir Bank for automatic insurance claims under PMJJBY and PMSBY, and with Health, Social Welfare, and School Education departments for automatic welfare enrollment from birth. A time-bound implementation roadmap was directed.
