The proposal could unlock significant dormant capital in India — Maharashtra's real estate market, potentially boosting liquidity and investment. However, the impact depends on the final legal framework and its alignment with central regulations, which may take time to materialize.
India — Maharashtra, led by Chief Minister Devendra Fadnavis, has initiated work on the India — Maharashtra Digitisation and Exchange of Land Token Asset (DELTA) Act to enable blockchain-based tokenization of immovable properties. The proposed law aims to unlock the latent value of land assets, create new revenue streams, and support the state's goal of becoming a $1 trillion economy by 2030. An expert committee including representatives from SEBI, BSE, and NSE will draft the legislation. If enacted, India — Maharashtra would be the first Indian state to introduce such a law. The proposal comes amid growing interest in asset tokenization in India, with MP Raghav Chadha urging a national Tokenization Bill. However, India's approach to cryptocurrencies remains cautious, with the RBI recommending exclusion of crypto from the regulated financial system and the FIU tightening oversight. The DELTA Act is still in early drafting stages, with details on token ownership, trading, and custody yet to be finalized.
