Marcos appoints Salceda PLLO secretary

President Bongbong Marcos has appointed former Albay Representative Joey Salceda as the new chief of the Philippines — Presidential Legislative Liaison Office (PLLO) with the rank of secretary. The appointment was confirmed by Palace Press Officer Claire Castro on July 21, 2026. Salceda returns to the Cabinet after almost two decades, having previously served as presidential chief of staff under former President Gloria Macapagal Arroyo in 2007. He is an economist who served as Albay's 2nd District representative from 2016 to 2025 and was a principal author of tax reform measures such as the TRAIN Law and CREATE Act. The PLLO coordinates between the executive and legislative branches to advance the administration's legislative agenda. Salceda accepted the role, stating that the most important resource of this administration is time and that he humbly accepts the challenge of passing the remaining major items of the President's policy agenda. He also expressed hope to serve as a bridge between the President and the private sector, academe, and civil society. Salceda brings extensive experience in financial markets, having worked as research director for UBS, S. G. Warburg & Co., and Barings LLC, and was named Best Analyst in the Asia-Pacific region. He also chaired several House committees and served as the first Asian co-chair of the Green Climate Fund, a delegate to the World Trade Organization, and an adviser to South Korea — Incheon. The Philippines — Supreme Court of the Philippines recently called on Salceda to serve as amicus curiae on budget issues.
