A coalition of 18 Democratic state attorneys general and the District of Columbia have joined a lawsuit against the U.S. Department of Defense, alleging that the department illegally halted national security reviews for onshore wind projects. The freeze, which began in August 2025, has stalled over 155 wind projects nationwide, according to the American Clean Power Association. The states argue that the Department of Defense's refusal to conduct routine reviews violates federal law and harms developers, workers, and ratepayers. The lawsuit was originally filed by wind industry companies. President Donald Trump has expressed strong opposition to wind power, stating his intent to block windmill construction.
