The India — University Grants Commission (India) is finalising a five-year national action plan titled 'Higher Education Transformation: National Action Plan for Achieving Sustainable Excellence (2026-2030)' to upgrade the country's higher education to international standards. A meeting chaired by Education Minister A. N. M. Ehsanul Haque Milon was held on 23 July 2026 at the UGC headquarters, where senior officials from the Bangladesh — Ministry of Education (Bangladesh) and UGC exchanged views on the draft. The plan sets five strategic priorities: enhancing graduate employability, strengthening university-industry collaboration, digital transformation and AI use, faculty development, and research excellence and internationalisation. Targets include introducing Outcome-Based Education, Career Development Centres, Learning Management Systems, and digital administration at all universities by 2030, as well as doubling research publications and patents. The plan was prepared based on recommendations from a national workshop at the University of Dhaka in the presence of Prime Minister Tarique Rahman. Consultation meetings with stakeholders will be held before finalisation.
