Iran calibrated escalation over Strait of Hormuz

Iran is pursuing a strategy of calibrated escalation to pressure the United States into concessions over the Strait of Hormuz, according to Gulf officials and analysts. Rather than seeking a decisive military victory, Tehran aims to widen the conflict without triggering full-scale war by threatening maritime chokepoints and energy infrastructure. Iran has demonstrated its ability to disrupt traffic through Hormuz, through which about a fifth of global oil consumption flowed before the war, and has signaled that no chokepoint is off limits, including the Red Sea and Bab-el-Mandeb. Tehran believes it can outlast Washington by imposing costs on the global economy and forcing a defensive posture on regional and Western powers. The emerging Saudi-led maritime coalition focuses on escorting commercial vessels and safeguarding sea lanes rather than confronting Iran directly. Iran seeks administrative authority over the strait and the ability to levy service charges, while Washington insists Hormuz remain an international waterway free from Iranian control. Oman has presented a Gulf-backed proposal for managing the waterway, but Tehran seeks greater control. Gulf states, frustrated with the US, are looking to China to use its economic leverage over Iran to help reopen the strait. China has held diplomatic talks but has refrained from publicly challenging Iran's threats and has not committed to military action. The conflict, which began with US-Israeli attacks on Iran on February 28, has restricted Gulf energy exports and put regional states in the firing line. Both sides appear unwilling to back down, and the risk of escalation spiraling into a broader conflict remains.
