On July 31, 2026, the United States — New York State Department of Financial Services granted Circle Internet Group a limited purpose trust charter for its subsidiary Circle Internet Financial — Circle New York Trust. This state-level approval builds on Circle's BitLicense from 2015 and follows the recent federal approval from the United States — Office of the Comptroller of the Currency to establish a national trust bank, Digital Currency Group. The charter allows Circle to provide fiduciary and custody services for digital assets under New York banking law, strengthening the regulatory framework for its USDC (cryptocurrency) stablecoin. CEO Jeremy Allaire highlighted the charter as a longstanding objective that positions USDC within a respected regulatory framework. The approval adds to Circle's existing licenses in the EU, UK, Singapore, Bermuda, Canada, and Abu Dhabi. Following the announcement, Circle's stock rose 8.4% to around $68.40, though another report noted the stock was flat at $64.24. USDC remains the second-largest stablecoin with a market cap exceeding $71.8 billion, behind Tether (cryptocurrency).
