The Nigeria — National Information Technology Development Agency (NITDA) signed key regulatory instruments under Nigeria's National Sovereign Cloud Initiative (NSCI), marking a transition from policy development to implementation. The signed documents include the National Cloud Computing Guideline, the National Cloud Technical Guideline, and the National Digital Infrastructure Assurance Framework (NDIAF), alongside the unveiling of the National Cloud Investment Strategy. The initiative aims to strengthen Nigeria's digital sovereignty, attract investment in cloud infrastructure, data centres, and AI, and position the country as Africa's trusted digital hub. NITDA Director-General Kashifu Inuwa Abdullahi announced the formation of a Sovereign Cloud Governance Committee within two weeks and plans to operationalise a national digital regulatory platform by October 2026 for certifying cloud and digital infrastructure providers. The Nigeria — Central Bank of Nigeria (CBN), represented by Rakiya Opemi Yusuf, endorsed the initiative, linking financial stability to digital infrastructure resilience and referencing its June 2026 Data Localisation Circular. The Nigeria — Federal Ministry of Communications, Innovation and Digital Economy, represented by Permanent Secretary Nadungu Gagare, also supported the initiative. The framework aligns with the African Continental Free Trade Area (AfCFTA) ambitions. NITDA also cited cybersecurity concerns, referencing Deloitte's estimate that cybercrime cost Nigeria over $3 billion between 2019 and 2025.
