On August 6, 2026, the State Bank of India (RBI) released its revised list of upper-layer non-banking financial companies (NBFC-UL) under its scale-based regulation framework, based on financials as of March 31, 2026. The list includes 17 entities, with Tata Sons retained in the upper layer. The RBI added a footnote stating that Tata Sons' inclusion is 'without prejudice' to the outcome of its pending application for deregistration as a core investment company (CIC). Tata Sons has been seeking to surrender its CIC registration after becoming debt-free, arguing it should no longer be regulated as an NBFC. The RBI has neither approved nor rejected the application, leaving the question of a potential mandatory listing unresolved. The revised criteria, effective June 2026, use a simplified asset-based threshold of Rs 1 lakh crore, replacing the earlier scoring model. PNB Housing Finance and CapitalG remain in the upper layer despite not meeting the revised criteria, as entities once classified remain subject to enhanced requirements for at least five years. RBI Governor Sanjay Malhotra indicated the list is principle-based, and Deputy Governor Shirish Murmu said it would be released soon. Sir Ratan Tata Trust, led by Noel Tata, has reportedly raised concerns about a potential listing, citing impacts on the holding company's structure and philanthropic objectives.
