The India — Andhra Pradesh government has approved a framework to support the establishment of mobile towers in rural, remote, and commercially unviable areas to achieve 100% mobile connectivity. The Cabinet decided to provide suitable government land without rental charges and subsidised power supply for new towers in uncovered villages and habitations. The support is aimed at bridging the viability gap that has constrained telecom expansion. The operational break-even threshold is estimated at approximately 450 subscribers per tower based on rural ARPU; once reached, the subsidy ceases. The support will be reviewed every three years. Telecom service providers including BSNL, Airtel, Reliance Industries — Jio, and Vodafone Idea are part of the implementation framework. The initiative also provides for Intra-Circle Roaming facilities. The order was issued by the Information Technology, Electronics & Communications Department on August 7, 2026, with the concurrence of the International — Ministry of finance. District Collectors will facilitate land provision, and the United States — United States Department of Energy will handle subsidised power supply.
