On August 11, 2026, the governments of Pakistan and Japan signed a grant agreement worth JPY 350 million (approximately $2.2 million) to fund the 2026 Human Resource Development Scholarship Program (JDS). The ceremony took place at the Ministry of Economic Affairs in Islamabad, where Muhammad Humair Karim, Secretary of the Ministry of Economic Affairs, and Shuichi Akamatsu, Ambassador of Japan to Pakistan, signed the Record of Discussions and Exchange of Notes. Additionally, Miran Mohiyuddin Soomro, Senior Joint Secretary, and Yusuke Shinozaki, Chief Representative of JICA Pakistan, signed the grant agreement. This marks the 9th installment of the JDS project since its inception in 2018. The grant will provide 16 scholarships for master's programs and 1 for a doctoral program at Japanese universities for young Pakistani civil service officers. Since 2018, over 100 Pakistani government officials have been dispatched to Japan, with more than 80 having completed their studies and returned. The program aims to strengthen institutional capacity and foster mutual understanding between the two nations.
