The United States — United States Senate passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 by an 86-11 vote on August 7, 2026. The legislation authorizes the US President to impose tariffs of up to 100% on goods from the five largest purchasers of Russian oil and gas, as well as countries involved in sanctions evasion. India and China are among the largest buyers of Russian crude. The bill also mandates sanctions on senior Russian officials, including Vladimir Putin, and targets financial institutions and the shadow fleet. The bill now moves to the House of Representatives. India has increased its Russian crude imports significantly since the 2022 invasion of Ukraine, with Russia supplying over half of India's crude imports in June 2026.
