It may lead to policy reforms and increased scrutiny of government environmental schemes, with limited direct impact on financial markets.

Forestry Environmental services Government administration

The Comptroller and Auditor General of India (CAG) released a performance audit report on the India — Skill India, tabled in Parliament on August 13, 2026. The audit found that the mission increased forest cover by only 0.03409 million hectares against a target of 1.4 million hectares, a shortfall of 97.57%, during 2015-16 to 2024-25. Forest quality improvement was observed in only 0.11 million hectares, a 91.87% shortfall. The CAG attributed the poor performance to inadequate planning, weak coordination with other schemes such as India — Tamil Nadu State Compensatory Afforestation Fund Management and Planning Authority (CAMPA), Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MGNREGS), Nagar Van Yojana, and School Nursery Yojana, insufficient funding (only Rs 1,149.14 crore received against approved outlay of Rs 2,000 crore plus Rs 400 crore), poor financial record-keeping, and deficient monitoring. The audit also noted that 14 states failed to provide transparency web links, and GIS analysis showed 70% of sampled sites had no noticeable changes. Only India — Madhya Pradesh and India — Chhattisgarh assessed carbon sequestration, and the India — Indian Council of Forestry Research and Education left flux towers idle despite Rs 3.50 crore expenditure.
