On August 15, 2026, China's landmark Ecological and Environmental Code officially came into force, marking a major step in the country's green modernization. Adopted by the China — National People s Congress in March, the code is China's second formal statutory code after the Civil Code and the world's first dedicated to the ecological environment. It comprises 1,242 articles in five chapters, covering pollution control, ecological protection, and green and low-carbon development. The code integrates more than 30 laws, 100 administrative regulations, and 1,000 local laws and regulations, repealing 10 existing laws including the Environmental Protection Law. It establishes a unified legal framework, introduces a standalone chapter on green and low-carbon development, and includes provisions on climate change, human-wildlife conflicts, and daily-life environmental issues. The code strengthens legal liability and accountability, and promotes international cooperation. It aligns with China's Beautiful China initiative and the 15th Five-Year Plan (2026-2030), aiming for carbon peaking by 2030. Analysts view it as a historic shift from fragmented to systematic governance, and a transition for China from participant to leader in global environmental governance.
