The Trade in Services and Investment Agreement (TISIA) between the United Arab Emirates and the Russian Federation officially entered into force on August 22, 2026. The agreement, signed on August 8, 2025, in Moscow, aims to enhance market access for services exports, strengthen investor protections, and foster private sector collaboration in high-growth sectors such as fintech, healthcare, transport, logistics, and professional services. It complements the Economic Partnership Agreement between the UAE and the Eurasian Economic Union, which covers trade in goods. Non-oil trade between the UAE and Russia reached USD 20.4 billion in 2025, a 77.7% increase from 2024 and nearly double the 2022 level. The agreement is expected to reduce barriers to market entry, facilitate the movement of professionals, and create a more predictable business environment.
