Xinganchen (Fuzhou) Industrial Park Operation and Management Co. Ltd: Xinganchen (Fuzhou) Industrial Park Operation and Management Co. Ltd signed an MoU with NNPC to support the completion and operation of the Port Harcourt and Warri refineries, a separate development from the fraud investigation.

NNPC: The NNPC is at the center of the investigation, as funds for its refineries' rehabilitation were allegedly diverted, leading to scrutiny of its officials and contract management.
